Universitaly Pre-Enrolment: A Step-by-Step Guide for International Students
Every international student who needs a visa to study in Italy must pre-enrol on Universitaly. It is free, you choose one programme, and you cannot apply for a visa until the university validates it. Since 2026/27 universities can only validate a limited number. Here are the steps, from the Ministry's official circular.
Short answer: Universitaly is the official, free portal of the Italian Ministry of University and Research (MUR). Every international student who lives abroad and needs a visa must complete a pre-enrolment there for a bachelor's or master's degree. You choose one programme only, and you cannot apply for the visa until the university validates your pre-enrolment on Universitaly. Since 2026/27, each university can validate only a limited number of pre-enrolments, so applying early matters.
What is Universitaly?
Universitaly is the Ministry's portal that presents Italian university programmes and starts the visa process for international students. Under the Ministry's circular for 2026/27 and 2027/28, pre-enrolment can be done only through this portal. Visa applicants need it not just for bachelor's and master's degrees, but also for foundation years, university masters, PhDs and Italian language courses.
Pre-enrolment does not replace admission. You apply to the university separately, through its own system and deadlines; Universitaly is the official step that links your admission to the visa process.
Universitaly pre-enrolment, step by step
- Choose your programme and check its requirements. Entrance tests (CEnT-S, TOLC, IMAT, SAT and others), language requirements and deadlines vary between universities. Each university also sets its own pre-enrolment deadline.
- Apply to the university itself. The university reviews your documents and gives you an admission or pre-assessment decision. For example, Sapienza's 2026/27 pre-selection deadline for visa applicants was 15 May 2026.
- Create a Universitaly account and fill in the pre-enrolment form. Enter your personal and passport details, select the university that admitted you and one programme, and upload the documents the university asks for.
- Wait for the university's validation. The university validates your application digitally on Universitaly and states which documents it has verified. If you are in your final school year and don't have your diploma yet, your application is accepted conditionally ("con riserva") and validated once you have it.
- Apply for the visa with your validated pre-enrolment summary. You apply at the Italian embassy or consulate responsible for your country of residence. See our visa documents checklist.
- Complete your enrolment in Italy. Finalise your enrolment at the university, and apply for your residence permit (permesso di soggiorno) within 8 working days of arrival, using the application kit available at post offices.
Deadlines
- Pre-enrolment: set by each university. Programmes with national limited places (such as medicine and architecture) follow the Ministry's calendar.
- Visa application: by 30 November 2026 for 2026/27 and by 31 October 2027 for 2027/28. Universities may set earlier dates for their programmes.
- Enrolment: under the circular, students who are not shown as enrolled on Universitaly by 31 January of the academic year have their visa revoked.
See every date on one page in our 2027/28 application calendar.
New since 2026/27: a cap on validations
Under the Ministry's circular, from 2026/27 each university can validate pre-enrolments only up to the number of places it reserves for international students plus 20%. Once that number is reached, Universitaly stops the university from validating more. At popular universities, waiting until the deadline can leave you behind in the queue even if you have been admitted. Pre-enrol as soon as you are admitted.
Common mistakes
- Trying to pre-enrol for several programmes: you choose one. Decide where you will study first, then pre-enrol.
- Booking the visa appointment before validation: consulates do not issue visas without the university's validation.
- Treating pre-enrolment as a guarantee: university validation does not guarantee a visa, and a visa does not guarantee enrolment. The circular says so explicitly.
- Leaving it to the last week: with the validation cap and busy visa periods, early applicants have the advantage.
Frequently asked questions
Is Universitaly pre-enrolment free?
Yes. Universitaly is the Ministry's free official portal. Universities may charge their own application fees.
How many programmes can I choose on Universitaly?
One. You can apply to several universities directly, but the pre-enrolment for your visa covers a single programme.
Do EU citizens need Universitaly pre-enrolment?
The visa procedure does not apply to citizens of the EU, Norway, Iceland, Liechtenstein and Switzerland, or to people who already hold an Italian residence permit. They apply directly through the university.
Can I pre-enrol in my final school year?
Yes. A pre-enrolment made before you have your diploma is accepted conditionally, and the university validates it once it sees your diploma.
Bottom line
The Universitaly process is not hard, but it is sequential and time-sensitive: admission, pre-enrolment, validation and the visa depend on each other, and the new validation cap makes acting early more important than ever. We can map out your target university's timeline and complete your pre-enrolment with you. Fill in the free assessment form to get started.
